How do I build on windows and can I use Vs to build?

Download the source distribution and then you can use the VS projects supplied in src/projects. There is a solution file and individual projects.

Otherwise, you need the cygwin tools from http://www.cygwin.com Then the build is a lot like unix. Run:

./configure
make
make install


To build using cygwin, first read:
